The joint Mountain House City Council and Mountain House Financing Authority meeting was held October 14, 2026. The bodies unanimously approved resolutions authorizing up to $55 million in 2026 subordinate utility revenue bonds; the current estimate is $51.1 million in bonds yielding about $47 million toward repayment of a roughly $54.8 million developer note. The financing is backed by the pledged facility component, with estimated first-year debt service of $1.8 million. The presentation also identified proposed interfund loans of up to $24.8 million from water to wastewater and $6.5 million from stormwater to wastewater. Bond insurance would be used only if it is expected to reduce overall borrowing costs. No vendor award was made at this meeting.

San Joaquin Delta College reported that procurement is underway for a design-build team for the first roughly 63,000-square-foot building at its Mountain House campus: qualifications have been reviewed, proposals are due in about a week and a half, and interviews and selection will follow, with a decision going to the college board. Other Measure K capital work includes solar canopies, campus electrical and HVAC upgrades, EV chargers, and plans to begin procurement for a replacement police services building. The council also received a draft housing element presentation, with no formal action, and heard updates on city development and capital projects; no additional contract awards or purchasing votes were identified.
