The Sacramento Area Sewer District Board met on October 14, 2026. It unanimously approved resolutions of necessity to acquire easements on two parcels for Harvest Water on-farm connection assemblies, using eminent-domain proceedings because title issues prevented ordinary easement recording. The board also authorized staff, by a 10–2 vote, to proceed with a Proposition 218 process for the recommended three-year residential and commercial rate-increase option; this authorizes the notice and public process, not final rates. Staff cited inflation and a roughly $440–450 million permanent solids-processing capital program as key cost drivers, along with about $15 million annually for interim biosolids processing. Collection-system rates were projected to remain flat through 2030–31, with a potential increase later in the forecast.

The board approved a Chief People Officer position salary framework and recruitment, and unanimously approved employee benefit-document changes, including a 7.5% shift differential and a 2% certification incentive. In an informational report, staff said the Confluence Regional Partnership Program had fully obligated its $7 million annual allocation; funding included septic-conversion work, sewer-impact-fee waivers, and other community grants. The District Engineer also reported that roof replacement work was underway at headquarters, without discussing a contract amount or vendor. Staff agreed to bring back an update on the District’s organizational transition; no vendor award or bid approval was identified.
