The Higley Unified School District Governing Board meeting (metadata date: October 15, 2026; meeting title: October 13, 2026) reviewed and unanimously approved the FY 2025–26 Annual Financial Report and attachments, 4–0. The report showed more than $173 million in expenditures across district funds. Finance staff attributed pressure on the current budget to a 33% reduction in the voter-approved override, about $4.6 million, and declining enrollment, about $3 million. The board discussed reduced M&O funding, transfers to capital for middle-school lease payments, and the need to plan for future maintenance and facility costs. The middle-school lease payments extend through June 1, 2053; the district transferred $3.55 million from M&O to capital in FY 2026 and expects a transfer of roughly $3.2–$3.25 million in FY 2027.

Facility-related spending included cooling-tower rentals at four schools, which contributed to higher plant-operation costs. Board members requested a more detailed list and cost estimate of anticipated projects and maintenance needs, especially HVAC repairs versus replacements, and asked for school-level operating costs per student and daycare operating costs compared with revenue. The board also discussed possibly forming a committee to review district resources and future needs, but took no action on that proposal. No new contract awards, solicitations, or vendor selections were identified.
