The Otsego County SWEC Committee met on October 15, 2026. Members approved a letter of commitment for a Department of State funding opportunity to develop a countywide resilience implementation strategy. The proposed work would consolidate existing plans and identify at least 10 priority projects, including at least two advanced projects such as grant applications or preliminary designs; the opportunity was described as approximately $1 million. The committee also discussed Morris’s firehouse relocation and a separate Climate Smart Communities grant application of up to $2 million with a 50% match. At the Southern Transfer Station, construction by Upstate Companies is underway. Staff reported that remediation and replacement of interior wall material may require a change order once a proposal is received. The committee approved amendments to four construction resolutions to change their budget line to the H fund, and approved Delta for third-party testing within the existing contract price. It also approved a one-year extension with MXI for the household hazardous waste event at unchanged pricing, typically costing about $50,000–$70,000, and approved proposed solid-waste fee changes, including rates of $110 per ton for in-county municipal solid waste, $115.50 for out-of-county waste, and $90 for in-county recycling; the user fee was left unchanged.
The committee reviewed transfer-station operations and discussed including stronger site-maintenance requirements and inspection procedures in a future Casella RFP. Soil and Water staff reported that an RFP for snow removal had been issued and approved, while an RFP for janitorial services had received limited responses; a shared-service approach with the county was discussed. No vendor award for those services was reported.
