At its October 15, 2026 meeting, the Placer County Planning Commission received updates on the county’s Pro Housing designation application, the General Plan and seventh-cycle Housing Element process, and upcoming community workshops. The Planning Director reported that the Board of Supervisors had approved the Bickford Ranch Development Agreement and Map Modification and, by a 4–1 vote, the Ranch Community Facilities District (CFD) formation agreement. The Commission considered a related change to the Ranch subdivision map conditions that would shift the CFD-formation deadline: up to nine model-home permits could be issued beforehand, while production-home permits and certificates of occupancy would be withheld until formation. The agreement also includes restrictions on property transfers, developer indemnification and cost reimbursement, and demolition of model homes if CFD formation fails. The transcript does not clearly capture the Commission’s final action on this map modification.

The Commission unanimously recommended several zoning-code amendments to the Board of Supervisors. These included updates to user-fee references following a comprehensive fee-study update, revised rules for group homes, alcohol and other drug facilities, and congregate-care facilities, and amendments implementing Housing Element Program H41 for emergency shelters, low-barrier navigation centers, and supportive housing. The discussion covered permitting and public-notice requirements, parking, and affordability restrictions for supportive housing. The Commission also received a briefing on federal and California housing legislation and Proposition 45; no action was taken on that briefing. Public commenters raised concerns about infrastructure capacity, neighborhood impacts, and notification, while others spoke in support of additional housing. No procurement activity, vendor selection, or contract award was identified.
