The Geauga County Board of Commissioners’ October 15, 2026 session included several spending and infrastructure actions. Commissioners approved a $51,334.70 Riac Paving, Inc. contract for road resurfacing and a $55,000 municipal road-fund allocation for Middlefield’s Glen Valley Drive repairs, reducing a previously approved $120,000 allocation. They also amended the related certification to the county auditor. Discussion revealed the fund allocation had been approved before the funds were confirmed; officials said the municipal road-fund policy needs revision, with work planned for next year. A possible additional $65,000 from the general fund to make Middlefield whole was discussed, pending legal review, but no approval of that payment is shown. For the McFarland Wastewater Treatment Plant project, commissioners approved corrected actions concerning Shook Construction Company’s change order and a $1,169,338.98 partial payment request; the change-order correction reflected an $89.86 adjustment. A payment request for HDR Engineering’s technical services was also presented, though its amount is garbled in the transcript. Other financial items included a Motorola Solutions dispatch-recording-system service renewal and a service-contract extension increasing the not-to-exceed amount to $2,500. The board approved a $4,583 courthouse-addition plaque purchase, plus shipping, and authorized a 2027 farmland-preservation program application.
The board discussed election-related parking capacity and future planning but made no parking-expansion spending decision. Public comment raised concerns about the ADP unionization process and who represents the county in negotiations. The agenda included a proposed labor-relations and legal-services agreement with Stefanic IOU and Associates, not to exceed $15,000 with prior board approval; the transcript does not capture a vote on that item. Commissioners also approved the tax-levy resolution and a resolution honoring the county’s America 250 heritage tree. A replacement plaque for a fallen service member was approved, and the courthouse-addition plaque purchase passed despite one opposing vote.
