South Bend City Council committee meetings, including the Community Investment, Community Relations, and Personnel and Finance Committees, were held October 12, 2026. The main procurement- and investment-related item was substitute Bill 69-26 for KCG Development’s Hartwood Commons affordable-housing project: a 50-unit development with an estimated total cost of $16.7 million. The city proposed a $1.7 million, 0%-interest, non-forgivable loan from Southside tax increment financing, contingent on at least $15 million in private investment and coordinated closing with the project’s other financing. The loan is repayable at maturity or refinancing, and repayment can be required if the project is abandoned or not completed. Staff said the project had been bid out and is expected to create about 120 temporary construction jobs. The committee voted 5–1 to recommend the substitute bill favorably to the Committee of the Whole. The project had previously received council approval for rezoning and a tax abatement, and state low-income housing tax credits were awarded.
The committee also heard questions about environmental testing, including elevated-but-below-threshold lead results, and about resident amenities, property management, and sustainability; the developer described plans for Enterprise Green Communities standards. Other committees advanced a proposed ordinance revising Civilian Police Review Board quorum, attendance, and training requirements, and advanced salary ordinances, including 3% increases for the mayor and Teamsters for 2027. No vendor contract award or new procurement approval was identified beyond the housing project financing.
