At the October 15, 2026 Clay County Commission business session, commissioners approved the consent agenda, including $714,941.42 in county invoice payments, extensions of fire and intrusion monitoring agreements, janitorial-supply funding for detention facilities, and a sole-source one-year renewal of Shamrock Solutions document-management software for the Collector’s Office. They also approved a $3,125.74 Prosecutor’s Office invoice. Budget ordinances approved grant-funded juvenile and court programs: $6,250 for electronic monitoring and art therapy, $24,450 for youth-diversion programs, and $17,000 for services including supervised visitation and domestic-violence court support. The commission approved a Road and Bridge request for a fuel-pump canopy; the presentation cited safety, weather protection, lighting, and equipment reliability, but no project cost or vendor was stated.

Commissioners also approved the 2027 employee health-benefit recommendation, moving the county’s Blue Cross Blue Shield arrangement from cost-plus to a self-funded administrative-services platform after the benefits team solicited and reviewed market proposals. The consultant said the county’s expected increase was under 1%, with potential exposure up to 13% in a worst-case claims scenario; Blue Cross Blue Shield agreed not to trigger an estimated $775,000 terminal-liability runout if the county remained with the carrier. The votes reported on these items passed with six affirmative votes. A tourism presentation previewed proposed Go North KC partner packages, including a $1,500 annual community-partner fee and tiered sponsorship opportunities, but those proposals were described as coming to a future agenda; a sports festival was also previewed for a future budget request, with potential sponsorship offsets. No approval of those tourism proposals occurred at this meeting.
