Philadelphia City Council’s Committee on Commerce & Economic Development held a public hearing on October 14, 2026, on Resolution 260552, concerning how to streamline the process for starting microbusinesses and pop-up shops. The Department of Commerce described support programs funded through the Jumpstart initiative, including more than $10.7 million in grants awarded to over 294 businesses through the Small Business Catalyst Fund, and a pilot vending opportunity grant that funded 11 organizations. Commerce also reported expanded business assistance and vending programs. No contract awards, bid approvals, or spending-related votes occurred. Council members and witnesses requested follow-up information on the 11 grant recipients and discussed expanding vending opportunities beyond the Christmas Village.
Witnesses focused on the time, cost, and complexity of licensing, permitting, tax compliance, and market participation, citing examples such as nearly $1,500 and more than three months for vendors to complete food permitting, and recurring vendor and event fees. Recommendations included a coordinated, multilingual business navigator or one-stop application process; clearer and more proportionate fees and requirements; practical assistance and microgrants; faster city payments to small firms; and improved access to vacant storefronts. A witness proposed requiring annual public reporting on grant applications, awards, and denials, while others urged reviewing BIRT payment arrangements and restoring the small-business exemption. Council members committed to sharing testimony with absent city departments and pursuing follow-up with Commerce and other agencies; no formal action was taken.
