The Riley County Commission’s October 15, 2026 meeting included several spending and procurement-related approvals. Commissioners approved a KDOT cost-share contract for the Winkler Mills Road bridge replacement; a $250,000 CIP project activation for the Health Department remodel; and a Kansas Forest Service grant for wildland firefighting equipment costing $7,634, split equally between the state and county, with the county share stated as $3,317. They also approved moving Health Department purchasing back to its fiscal analyst, with all purchases requiring director approval and purchasing-card controls; the transition is expected within a month. Commissioners approved refilling a Planning and Development administrative assistant position and authorized filling the Budget and Finance Officer position, including up to three weeks of potential overlap and supervision by the County Clerk until a County Administrator is hired. Routine payroll and accounts payable were also approved.

The Commission authorized its chair to sign a nonbinding memorandum of understanding with the Flint Hills Event Complex Task Force. The proposal anticipates raising approximately $12–14 million, primarily through private fundraising, and identifies possible county support through site preparation and proceeds from a potential CECO Park sale; it does not commit the county to a sale or a specific funding amount. The task force cited a potential $40 million in economic impact. Commissioners also extended the data center and battery energy storage system moratorium through mid-May 2027 to allow additional time for regulations and policy review. No contract award or final construction funding commitment for the event complex was made.
