At its August 11, 2026 regular meeting, the Tomball ISD Board of Trustees approved several contracts and procurement-related items. The board approved two contracts with Bais Achievement Center for student placements using IDEA funding: $240,044.40 for two student-day placements and $344,489.40 for residential placements. It also approved an interlocal contract with the Harris County Department of Education for part-time physical, occupational, and music therapy services, an agreement involving Academic and Behavioral Schools West through HCDE, and an $8,000 purchase of a Tomball property parcel. The board approved an RFP award that included a $70,000 contingency using 2025 bond funds; the transcript does not identify the project, vendor, or total award amount. It also approved use of competitive sealed proposals for construction delivery and the related evaluation criteria.
The board discussed whether to add a separate preference for local businesses to the construction evaluation rubric. A proposed change to the criteria did not pass, and the board proceeded with the original criteria, which district staff said already account for relevant local experience. The board also approved a 2026–27 memorandum of understanding with the Harris County Juvenile Justice Alternative Education Program and delegated specified school-finance contracting authority to the superintendent. Separately, it approved a 2% increase to the superintendent’s base salary and longevity pay, a $2,000 increase in retirement-account contributions, an 8.25% district TRS contribution, and up to $720 annually for an eligible urgent-care plan; the vote was 6–1. Public comment cited an approximately $8 million district budget deficit and an estimated $435,000 superintendent compensation package.
