Spring ISD Board of Trustees work session, August 11, 2026. Procurement and budget items included a proposed one-year Apex Learning agreement for districtwide online courses, tutorials, and credit recovery; staff cited more than 5,700 courses completed and over 2,600 credits earned or recovered through related programs last year, and trustees noted an estimated cost of about $26 per course. The board also reviewed a one-year, $136,047 agreement for community-school social workers, grants exceeding $10,000, vendor pre-approvals for purchases up to $100,000, and several continuing education and student-support partnerships. The proposed social-worker agreement and other consent items were presented for later board action; no procurement votes are recorded in this work session. Trustees requested clearer return-on-investment and year-over-year spending information. One educator-preparation agreement was requested to be pulled from consent for further review, including questions about video retention and student surveys; another vendor pre-approval item was also requested to be pulled.
Facilities and technology discussions covered renovations to the Sheila Jackson Lee Family and Community Engagement Center, with the next steps described as obtaining a guaranteed maximum price from the construction manager and proceeding with permitting; the board was also asked to authorize negotiations with the selected firm. A districtwide telephone refresh was presented as a three-year contract approaching $3 million. Other items included a safety-systems upgrade with new camera and Cat 6 cabling work (the cabling estimate discussed was $448,000), including gunshot detection at all campuses and vaping detection at middle and high schools; water and wastewater service for the new Spring High School; and a dark-fiber extension under an existing agreement, with a future RFP anticipated after that agreement ends. The board also reviewed a cybersecurity monitoring agreement with UT Austin that staff said is fully funded by the Texas Department of Information Resources. These procurement items were discussed, but the transcript does not record votes on them during the work session.
