The Socorro ISD Board of Trustees regular meeting was held August 18, 2026. The board approved an order authorizing up to $304.28 million in unlimited-tax refunding bonds, strictly for refinancing existing debt if market conditions meet the order’s parameters: at least 3% net present value savings, no maturity beyond August 15, 2043, and delegated authority through February 18, 2027. The board also approved an affiliation agreement with UTEP for the teacher residency program, contingent on identifying an allowable funding source. The district reported 25 current residents and a potential $250,000 program cost under the new state allotment structure; administrators said they would review alternative funding options with UTEP. The quarterly financial report projected an approximately $8 million general-fund surplus, with about $7 million expected to increase fund balance, and noted a possible additional health-fund transfer of up to $3 million depending on claims. The board also approved a Tier 2 intruder-detection audit corrective-action plan for Pebble Hills High School.

Other actions included adopting board guardrails, including a commitment to devote at least 25% of meeting time to student outcomes, and revising the district’s academic goal to focus on sixth-grade math. During public comment, bus drivers raised concerns about inadequate air conditioning in buses, including special-needs vehicles; no purchasing action was taken. Librarians requested greater transparency about their pay-grade classification and its fiscal impact. The district reported that a voter proposition had been placed on the November ballot at a prior meeting; no procurement decision on that matter was made here.
