The City of Sacramento Planning and Design Commission met on August 8, 2024, and considered three major land-use items. On an appeal seeking to change the alcohol license at 860 Arden Way from Type 20 (beer and wine) to Type 21 (beer, wine, and spirits), commissioners discussed the general plan, nearby sensitive uses, concentration of alcohol outlets, neighborhood impacts, and police input. A motion to deny the appeal failed; the commission then voted to continue the item to September 12 for further discussion and development of findings. The commission recommended approval to the City Council of the Delta Shores East Phase entitlements for a planned community of about 782 acres, including housing, commercial uses, parks, open space, schools, and a fire station. The proposal includes rezoning 15.53 acres of parkland for high-density housing, pedestrian crossing improvements, a connection to city-owned land, and a future sewer lift station. Changes to the project’s finance plan are being handled separately.
The commission also recommended that the City Council adopt an interim missing-middle housing ordinance to allow neighborhood-scale duplexes and multifamily housing in specified residential zones, with standards for building size, setbacks, open space, and trees. The recommendation passed with an amendment removing the proposed bulk-control provisions in areas where the general plan allows a floor-area ratio of 2.0. Staff indicated that the ordinance was scheduled for the Law and Legislation Committee on August 20 and anticipated City Council consideration on September 17. No contract awards, vendor selections, purchasing approvals, or specific spending allocations were identified; the meeting focused on land-use approvals and development standards.
