The City of Sacramento Planning and Design Commission meeting on January 26, 2023, addressed two major land-use applications and an environmental justice discussion. The commission approved the proposed Arise storefront cannabis dispensary at 4080–4090 24th Street (P22-036), subject to staff’s recommended conditions; Commissioner Masus Reed recused herself. Supporters cited community investment, equity, employment, and tax benefits, while staff described site, parking, and environmental review. The commission also considered the Sacramento Music Hall project (P20-041), including its proposed operating hours, event frequency, parking, traffic, noise, and compatibility with the Sacramento Center for Innovation plan. A motion was made and seconded to continue that item to February 9, 2023, to allow further discussion of conditions; the transcript does not include the vote on that motion.

The commission also discussed using the Healthy Places Index and environmental justice analysis in planning, including possible applications to future investments and land-use decisions. Staff reported that a workshop on the environmental justice element was planned for May, with a draft of the 2040 General Plan expected later in 2023. The meeting included approval of the consent calendar and meeting minutes. No procurement activity, contract awards, bids, or purchasing decisions were identified.
