The City of Sacramento Planning and Design Commission met on November 9, 2023. Commissioners approved the August 24, September 14, September 28, and October 26 meeting minutes in a single vote. No procurement activity—such as contract awards, solicitations, vendor selections, or purchasing approvals—was identified, and there were no public hearing items.

Staff presented preliminary work on revising the mixed-income housing ordinance, including a proposed citywide on-site affordability requirement for projects with more than 10 units, in-lieu fee options, and phased fee increases. The presentation cited current housing impact fees of $3.54 per square foot and a proposed full in-lieu fee of up to $10 per square foot; the existing program generates about $1 million annually. Commissioners and public commenters discussed housing feasibility, affordable-unit production, incentives, and potential effects on development; no ordinance action was taken. The commission also received an update on work to reconsider parking minimums, parking maximums, and bicycle-parking standards, and staff recommended forwarding the 2024 Planning and Zoning Work Program to City Council for approval.
