The Eugene City Council held two public hearings on October 19, 2026, as part of Urban Growth Strategies Adoption Package No. 1. The first proposed ordinance would amend land-use code provisions for middle housing, micro-village and single-room-occupancy housing, day care centers, residential treatment facilities, certain residential application processes, and a five-foot increase in the maximum building height in low-density residential zones. Public testimony included support for expanding affordable housing options and development flexibility, requests for clarification on SRO requirements and system development charges, and concerns about neighborhood impacts, building height, and development oversight. The Planning Commission had recommended approval of the package, including the height increase, by a 5–0 vote with one abstention; staff said the abstention was by a new commissioner who did not feel prepared to vote.
The second proposed ordinance would extend by three years the expiration dates for certain approved land-use applications, including specified subdivisions, zone changes, expedited land divisions, and middle-housing land divisions. One speaker opposed the extension, raising concerns about applications remaining active without developers being ready to proceed. Councilors asked staff to include relevant public and council questions in a memo for later deliberations; no council votes or spending or procurement actions occurred at this hearing. Action on both ordinances was scheduled for November 23, 2026. No procurement activity was identified.
