Peoria County Zoning Board of Appeals deliberation, October 14, 2026: The board completed findings of fact and made a recommendation on Four Creeks LLC’s special use permit for the Four Creeks commercial wind energy project. Members found the petitioner had satisfied four of seven special-use factors, but had not satisfied requirements concerning neighboring property use and enjoyment, traffic ingress/egress, consistency with the comprehensive plan, and conformity with ordinance requirements. The board nevertheless found, on balance, that the petitioner met the overall Section 3.5 criteria. It voted 4–2 to recommend denial after a motion to recommend approval subject to conditions failed 2–4.

The board separately voted unanimously to forward staff’s proposed conditions to the County Board for consideration if it chooses to approve the project. Proposed measures include sound testing every five years, shadow-flicker and curtailment reporting every six months, road-use agreements, construction limits, wildlife protections, decommissioning financial assurance, and reporting and repair provisions for aviation lighting systems. The County Board was expected to consider the application November 5. No procurement, contract award, purchasing decision, or budget allocation was identified; the matter concerned land-use permitting for a proposed wind energy facility.
