The City of Iowa City City Council held a strategic-planning update session on October 15, 2026, facilitated by the East Central Iowa Council of Governments. Council members and staff reviewed action steps for economic development, mobility, public safety and well-being, and housing and neighborhoods, with the goal of updating the plan before the next budget process. No formal spending or procurement votes were recorded. The discussion did identify planned funding priorities: $75,000 annually from Local Option Sales Tax (LOST) revenue was discussed for the wage enhancement program, subject to a future council resolution; approximately $150,000โ$200,000 annually was cited for the student-build project; and a separate $75,000 in LOST funding was described as available for community-response partnerships, with allocation criteria still to be developed. The council also discussed the need to sustain fare-free transit amid revenue growth limits, and staff reported that the transit building is under design. Federal funding constraints currently limit the cityโs ability to purchase electric buses.
The council agreed on strategic-plan changes or continuations, including keeping work on protected bike lanes, road safety improvements, climate action, and affordable housing measures, while retiring completed or no-longer-prioritized items. Staff recommended removing residential TIF for infrastructure from the plan because recent property-tax legislation means subsidized new development may not generate the expected general-fund revenue; council members agreed. The session also addressed limited staff capacity and the need to prioritize services and projects. No contract awards, vendor selections, or bid approvals were identified.
