At the Knoxville City Council meeting on October 14, 2026, council approved a five-year agreement with IRA Rinks East LLC to lease ice-making and skating equipment, services, and supplies for the Market Square Holidays on Ice event, with first-year costs not to exceed $103,000. Council also approved, by an 8–1 vote, applying for a joint City–County U.S. Department of Justice grant. The City’s proposed share is $115,871; staff estimated spending about $50,000 on mobile radios, $40,000 on the mounted unit, $13,000 on Crime Stoppers training, and $12,000 on supplies. Council requested a later report on grants applied for, awards received, and how funds were used. The mayor was also authorized to amend an easement agreement for features at the William M. Conley Building that would encroach into the South Gay Street public right-of-way.

Council announcements promoted upcoming City procurement bid opportunities for local businesses, including service work such as landscaping, and a Department of Transportation outreach event on DBE certification and compliance. In a separate land-use matter, council approved an appeal overturning Planning Commission approval of a proposed development at 315 Carabella Avenue, citing concerns about its deviations from the South Waterfront form-based code; this was a development review decision, not a city contract award. Council also denied a requested zoning change because of concerns about road capacity and safety.
