Bernalillo County Board of Commissioners zoning meeting, October 14, 2026: Commissioners considered an appeal of the approval of a conditional use for a proposed Islamic center at 9600 2nd Street, on a 3.87-acre A-1 site. The approval allows up to 60,000 square feet for a church and incidental uses, prohibits a school, limits the building to 26 feet, and restricts amplified sound outdoors. The appellants argued that the record lacked a project-specific traffic impact analysis and sufficiently resolved operating, parking, access, safety, and neighborhood-compatibility concerns. The applicant described plans for 235 parking spaces and said traffic-study scoping and counts were underway; staff said required study and mitigation would be reviewed through building-permit review and the project would need to be scaled if it could not meet requirements.
The board voted 4–1 to deny the appeal and uphold the zoning approval, meeting the extraordinary-majority threshold. Commissioners discussed existing congestion and the distinction between mitigating traffic impacts from the project and addressing existing road problems. The minutes of three prior zoning meetings were also approved. No procurement, contract award, vendor selection, or government spending action was identified.
