The Bernalillo County Board of Commissioners’ October 14, 2026 administrative meeting approved three housing projects at final adoption, representing 459 planned units. West Mesa Ridge B (Ordinance 2026-25) authorized the County’s intent to issue up to $25 million in project revenue bonds for 144 units; Chelsea Investment Corporation and YES Housing submitted the project, and the bonds would not be a County payment obligation. West Village (Ordinance 2026-26), submitted by Renbe Construction, received a 30-year property-tax abatement for 144 units with a $9,900 annual County fee. Cibola Loop (Ordinance 2026-27), submitted by T-Royal Housing, received a 40-year abatement for 171 units with a $28,127 annual fee; that item passed 4–1. The West Village and West Mesa Ridge B votes passed without opposition. The Sheriff’s Office technology-upgrade request was also approved, using a $500,000 federal earmark for real-time operations center technology, drones, software and hardware, and a transition from Flock license-plate readers to Axon ALPRs. A vehicle-acquisition project seeking slightly more than $1 million for patrol vehicles was approved for introduction. Public commenters raised concerns about Axon surveillance and contract terms; the Sheriff discussed privacy safeguards, training provisions, and the County’s existing Axon contract.
The Board also heard, but took no action on, options for taking over Metropolitan Detention Center healthcare when the UNM Hospital agreement ends in 2027. Staff recommended a county-led hybrid model with targeted contracted services; preliminary estimates included about $36 million in FY2027 startup costs and a separate $92 million in possible additional investments. Staff requested authorization to seek state approval to use $30 million from County reserves, but that request was scheduled for further consideration on October 27, not approved at this meeting. An RFI for pharmacy services had drawn responses from three vendors, with selection and licensing work still underway. The Board adopted a fentanyl-crisis emergency declaration, while the discussion of future healthcare funding, service delivery, and related procurements remained open for later direction.
