Herriman City Council work meeting, October 14, 2026: Consultants presented draft parks impact-fee and parks-and-recreation master plans. The impact-fee analysis estimates nearly $42 million in park and trail improvements over ten years to maintain current service levels, with proposed fees of about $1,600 per capita ($5,800 per single-family unit and $4,000 per multifamily unit). The broader master plan outlines more than $139 million in potential improvements, including an athletic complex, trails, parks, and a possible arts-center feasibility study. Council discussed inconsistencies in plan cost figures and requested corrections before the plans return for possible adoption, tentatively in December. No adoption vote was taken.

Students presented a donor-fundraising concept for an approximately $80 million, 14-field Southwest Athletic Complex. The city has accounted for a potential $10 million contribution through a Salt Lake County recreation bond, which still requires voter approval; the students estimated their campaign materials and website would cost under $1,000, but the council made no funding commitment. Council also reviewed a draft policy for incoming donations, sponsorships, and naming rights: naming-rights agreements would require council approval, and sponsorship authority thresholds would distinguish amounts above and up to $50,000. The policy will return for further consideration, including rules for selecting sponsors and valuing naming rights. Staff will also revisit ADU permit-fee calculations and bring back a clearer analysis; no procurement awards or spending approvals were made.
