The City of Birmingham Planning Board held a study session on October 14, 2026, to review Halsey Levine’s preliminary recommendations for the city’s zoning ordinance update. The board emphasized that the recommendations were for discussion only and that no zoning changes were approved. Topics included simplifying zoning districts and procedures; neighborhood character, housing types, accessory dwelling units, and lot-size standards; downtown ground-floor activity and adaptive reuse; building and site design; open space and sustainability; and parking. Members requested further analysis of potential effects of district consolidation and lot splits, and stressed that residential parking and the former Parking Assessment District require additional legal and policy review with the City Commission. Public comments raised concerns about housing affordability, teardowns, density, parking, and preserving neighborhood character.

The board unanimously approved the prior meeting’s minutes after discussing corrections. No contracts, contract awards, spending allocations, or other procurement actions were considered; the zoning recommendations remain preliminary, with further public and board review planned.
