The City of Greer City Council met on October 13, 2026. Its main procurement action was approving, by a 4–3 vote, a staff recommendation to select DLS Events as food-service operator for the Prisma Health Performance Center (project 2027-007). The city received two proposals; the other was from Greer-based Southern Way Catering, whose proposal offered a 10% revenue share. Staff said DLS proposed a higher revenue share and had experience operating multiple venues. Contract negotiations, including pricing and final terms, are still to come. Council discussed local-vendor opportunities, affordability, service for different facility users, and whether beer and wine should be sold; the proposed alcohol service would be confined to the café. Staff said the operator would provide café, concessions, grab-and-go, and catering services, with no expected city operating costs. The council also considered a Forester Center request involving rollover of unspent funds from its prior $398,494 opioid-recovery award and a new application. The center reported serving 83 unique clients, 46 of whom continued in treatment; the transcript’s figures for the new request are garbled.

Council unanimously tabled the first reading of Ordinance 42-2026, which would authorize closure of a city alley, pending further staff and legal review and development of a broader approach to alley-closure requests. The meeting also included updates that the Prisma Health Performance Center remained on schedule for substantial completion in February 2027 and that the South Tiger Greenway Trail was nearing completion. Council approved the second reading of an annexation ordinance for property at 5224 West Wade Hampton Boulevard and considered additional annexation and zoning matters, including a proposed 63-home Toll Brothers development. It also reviewed Unified Development Ordinance amendments affecting development and design standards. No specific contract price for the DLS award was provided.
