The Hidalgo County Drainage District Board of Directors and Commissioners Court met on October 13, 2026. The Drainage District approved amendments to GLO-funded project MOUs involving La Villa, Mercedes, and Progreso to clarify property-acquisition, procurement, and construction-payment responsibilities. It approved multi-vendor agreements for sand and bedding material and reinforced-concrete storm-drain pipe, authorized solicitation of an RFP for removal of about 60,698 cubic yards of field dirt for the Willacy County project, and approved an $82,408.79 payment to Core Equipment LLC. The board also renewed the annual inline check-valve contract with Hour Works Pipe and Supply for one year under existing terms. These and other listed motions passed, with abstentions recorded on specified items.

The Commissioners Court approved authorization to negotiate a best-and-final offer with the highest-ranked vendor, Blue Cross Blue Shield, for Head Start employee health insurance. Procurement actions also included a $6,610,808.55 award to the qualified low bidder for the Mile 2 West Road project; a roof-replacement contract for Annex 3 not to exceed $670,823; a $161,250 purchase of a 2027 International truck; and professional-services awards to BDZ Engineering LLC ($8,093.46) and Isaikira Engineering Group LLC ($53,063.28) for grant-funded projects. The court approved a solicitation for countywide brush and vegetative-debris removal and appointed an evaluation committee, and authorized the Urban County Program to advertise and solicit for grant-funded construction projects and to approve qualifying change orders up to $50,000, subject to the stated 25% contract-increase limit. Other approved actions included negotiations for Head Start insurance, a 12-month agreement with Fortell for an AI answering service, and vendor selections for an event venue and catering. The court also approved a $679,257 sheriff’s task-force grant with a stated $135,000.85 match and related appropriation. Motions on these items passed; Commissioner Fuentes abstained from certain specified actions.
