The City of Nampa City Council held a workshop on October 15, 2026, and discussed annexation of enclave properties and a software contract. Council directed staff to analyze one area in Council District 3 as a possible test case, with results expected around January 2027; this was an informal direction, not a formal annexation vote. Staff said 842 parcels could potentially qualify, subject to further review, and estimated that annexing all of them could generate about $1.1 million in annual property-tax revenue. The discussion covered service continuity, infrastructure and public-safety considerations, costs, property-owner notice, and voluntary pre-annexation options. No decision was made to proceed with forced annexation.
Council also approved a motion authorizing the CIO to sign a new three-year ticketing-software contract after a 14-day notice period. The transcript gives an unclear not-to-exceed amount (transcribed as “$28,67.80”) and separately states that the first-year payment would be $76,500; the CIO said the expense was included in the FY2027 budget. Staff explained that changing systems would require rebuilding workflows and ticketing infrastructure, a process that had taken nearly a year, and that the original software purchase had been below the competitive-bid threshold, while subsequent functionality changes prompted legal review. Sebastian Griffin moved approval and Councilman Bills seconded; the motion passed by roll call. No vendor was identified in the transcript.
