State & Local
The County of Lake, California’s El Niño town hall, hosted by the Lake County Community Risk Reduction Authority on October 14, 2026, focused on winter weather, flood and debris-flow risks, and community preparedness. National Weather Service staff discussed the likelihood of a strong El Niño and possible impacts to Clear Lake, burn-scar areas, and precipitation later in the season. County emergency management and water officials reviewed alerts, evacuation and shelter planning, flood insurance, and residents’ preparedness responsibilities. Officials noted that the Governor’s emergency declaration provides no associated funding, though it may streamline permits for some preparedness work.
On procurement and infrastructure, the Water Resources Director said the RFP for work on the Clover Creek Diversion Channel had closed and several bids were received; the County expects to proceed in the coming weeks with work to remove excess vegetation and accumulated sediment and restore channel capacity. Potential vegetation and gravel removal on Scotts Creek is also being considered, subject to contracting and required permits. No contract award, vendor selection, or dollar amount was announced. The town hall also reiterated the County’s longstanding policy, adopted following a 5–0 Board vote in 1997, not to distribute free sandbags to the public; residents are directed to local vendors. Any change to that policy would require Board action.
