Lakewood, Colorado’s Transparency, Community Collaboration, Accountability, and Oversight Committee met on October 13, 2026, to establish its work process and begin examining police accountability. The committee heard testimony from members of the Justice for Jacks campaign about their experiences following Jacks’s death and concerns about the police investigation, communication with the family, victim-advocacy support, and treatment of transgender community members. These were presented as speakers’ accounts and concerns; committee members discussed possible mechanisms for independent review, timely responses to complaints, and trauma-informed communication. No procurement, contract awards, or spending decisions were identified.
The committee unanimously adopted its process memo, with changes that included scheduling public comment at the end of one meeting per month, providing advance information about guest speakers when feasible, and allowing members multiple opportunities to review the final report draft. The committee is advisory and will make recommendations to City Council, not adopt police policy itself. Members discussed upcoming shared-learning sessions on civilian oversight models, internal affairs, victim rights, and policing history, as well as possible outreach and an open listening session. A committee member also proposed hearing from detectives involved in the Jacks investigation; the facilitator said they would explore what is feasible given the ongoing investigation and trial.
