The Barnstable Comprehensive Financial Advisory Committee met on October 13, 2026, to revise its financial report and discuss how it will review the capital plan. Members agreed to update the school-spending section with enrollment and student-demographic trends alongside per-pupil spending, and to refine budget, reserve, enterprise-fund, and capital-project language. The committee also discussed adding information on enterprise-fund budgets, outstanding debt, and reserves; those updates remain to be completed. Minutes from the September 28 meeting were approved as amended. No contracts, bids, or vendor selections were considered.
For capital planning, members discussed reviewing project progress against budget and schedule, potentially examining the town’s existing monitoring process, and whether to use a subcommittee or another small working group; no process was selected, and the topic will return at a future meeting. Staff noted that the town’s capital review includes several hundred general- and enterprise-fund projects, and that the annual department review is scheduled for December 1. The discussion referenced a debt-exclusion vote planned for the May 2027 ballot for eight projects; if voters approve it, Town Council would still need to appropriate the funds and authorize loans through subsequent votes. No spending or procurement action was taken at this meeting.
