The Lawrence Affordable Housing Advisory Board met October 14, 2026, to review applications for the 2027 Affordable Housing Trust Fund; no funding awards were made. The board discussed new-development proposals including Ninth Street Missionary Baptist’s Hope II, Cohen-Esrey’s 711 New Hampshire project, Flint Hills’ East Heights and New Hampshire Lofts Phase II, Locust Street Apartments, and the Holcomb Homes homeownership proposal. Discussion covered per-unit costs and subsidy requests, accessibility, maintenance, parking, community engagement, environmental and rail-noise concerns, and long-term affordability. For Flint Hills, the board reviewed requests including $10,000 per unit and city fee support; staff clarified that East Heights needs $40,000 in fee waivers to meet the cited scoring threshold, while New Hampshire Lofts Phase II’s fee request was $80,000. Locust Street’s feasibility depends on a proposed TIF district. The board also reviewed applications for home repairs and accessibility modifications, housing stabilization, and tenant education and engagement. Individual funding recommendations are due November 2, with board recommendations scheduled for November 12 and city commission consideration noted for December 1.

The board voted 4–3 to remove the Douglas County Housing Stabilization Collaborative’s application from consideration because it was submitted after the stated deadline; the application instructions said late submissions would not be accepted. Members nevertheless expressed support for the program and discussed advocating for stable city funding outside the competitive trust fund process. The county representative noted $320,000 in annual county general-fund support for the program and $40,000 in one-time funding for a tenant eviction-defense pilot. The board also approved the prior meeting’s minutes. No contracts, vendor selections, or procurement awards were identified.
