The City of Winston-Salem Commission on Ending Homelessness met on October 15, 2026. Staff reported two RFPs closing October 16 at noon: one seeking a qualified firm or consultant to develop a permanent supportive housing expansion plan using community and homelessness data, and another seeking a property manager or service provider to operate Burton Street, a city-purchased 10-unit supportive housing project for families experiencing homelessness. Responses to both RFPs will be presented to the commission before the city proceeds; no vendor selections or awards were made at this meeting.

Staff also reported that additional funding had been secured for winter shelter operations from November 16 through March 1, with The Dwelling expected to partner on operations. The winter shelter plan went to the finance committee, and staff said contracts with The Dwelling could proceed after final City Council approval. With the county facility unavailable and Bethesda shelter operations ending October 25, three churches will provide additional beds through December 31, increasing capacity from 110 to 235; planning for shelter services after that date remains underway. The commission discussed reviewing proposed governance-charter changes, which are scheduled for a vote at the November 11 Continuum of Care Council meeting. The only motion recorded was to adjourn.
