At the October 14, 2026, 10 County Budget Conference, Douglas County officials presented the work of the county’s Region 12 Opioid Council and described substance-use and behavioral-health initiatives funded through opioid settlement proceeds. The county expects about $25 million to flow to the region over several years. A major project is a youth crisis stabilization unit at Children’s Hospital: Douglas County plans to contribute approximately $3.4 million from settlement funds as a lead philanthropic gift toward construction, while the hospital continues fundraising toward an additional $7 million. Officials said the facility is expected to begin construction soon. The longer-term vision is to expand co-located crisis stabilization services to adults and other hospitals. No formal votes or procurement awards were reported.

The council also set aside $400,000 for an emergency fund, administered through the Douglas County Foundation, to provide quicker support to local organizations delivering substance-use or opioid-use services and help maintain continuity of care. Officials described funding public-awareness materials and videos produced with statewide campaign organization SE2 for adults, parents, and students, including messaging about fentanyl risks. The presentation focused on funding allocations and community programs; it did not identify a competitive solicitation, vendor selection, or contract award.
