The Annapolis Transportation Committee met on October 14, 2026. Maryland State Highway Administration staff reported that the recent Spa Creek Bridge shutdowns were caused by operator error, not heat-related mechanical failures. The 1946 bridge was rated fair in its February 2026 inspection and is considered in good repair; it is not currently programmed for replacement, though maintenance and repairs are planned. SHA reported seven call-outs since 2022—four involving operator error, two mechanical malfunctions, and one damaged traffic gate—and said it plans additional bridge-tender training. The committee also discussed bicycle safety on the bridge, but SHA said there is insufficient width for a standard bike lane. No bridge contract award or replacement funding decision was made. The Transportation Director presented a proposed Blue Route pilot beginning November 2 and running through the school year; members requested follow-up coordination with the Education Commission and review of route timing and possible alternatives. Staff also described an FY27 plan to repaint red curbs, potentially using outside vendors, but no procurement action was taken.

The committee favorably recommended revised parking legislation addressing when residents and guests may park in front of driveways, including an Eastport exception with a one-year sunset, and gave a favorable recommendation to a related concept proposal. Parking reform discussions included clearer signage and information, expanded employee-parking options, event parking, and possible digital or mailed transit passes. Representatives of the existing parking operators, Metropolis and Premium Parking, provided service and occupancy updates; no vendor selection, contract award, or spending approval occurred. Overall, the meeting included transportation and parking policy and service-planning discussions, but no new procurement award or budget allocation was identified.
