The Cleveland City Council Public Safety Committee held an operational review on October 14, 2026, covering the House of Corrections, Public Safety Inspector General, and EMS. The committee approved without objection two Public Safety measures: an agreement with the Cuyahoga County Regional Forensic Laboratory for police testing services, funded from the police operating budget, with a 2026 amount not to exceed $500,000 and a 2027 renewal option not to exceed $522,500; and renewal of contract CT6000 2PS202021 with TMT Consolidated LLC, doing business as Cleveland Vehicle Detention Center, for one-stop impound services. The impound contract is paid through customer fees rather than a set city expenditure; the city receives a $30 fee for specified tows and $10 for stolen-vehicle recoveries, with annual receipts to be provided to council. Members also discussed a reported potential city contribution of $50 million toward courthouse renovations, but officials said no amount had been confirmed or presented to council.

Operational discussions included the county jail’s $143 per-inmate daily rate, the city’s approximately 43-person average daily population billed to Cleveland, and the city’s responsibility for pre-booking medical costs; county transportation and post-booking medical costs remain the county’s responsibility. EMS reported a MetroHealth nurse-navigator pilot, expansion of its whole-blood program, staffing vacancies, and plans to expand community crisis response; officials said a clinician-dispatch contract measure was expected to come before council. The committee also discussed inspector-general staffing and oversight, EMS recruitment and diversity, and requests for more detailed operational and budget information ahead of upcoming budget hearings. No other procurement approvals were identified.
