The Richmond Rising Collaborative Stakeholder Committee meeting, held October 7, 2026, reviewed progress on the City of Richmond’s $35 million Transformative Climate Communities grant and its neighborhood projects. The City reported that its invoice 18 was still awaiting state approval and that it was preparing contract amendment number four. For Neighborhood Complete Streets, Public Works had solicited RFP responses for remaining construction documents, interviewed respondents on September 15, and provided recommendations at the end of September; the City said it had notified consultants of its intent to hire. The Richmond Wellness Trail team reported $661,000 in expenditures to date and a remaining budget of $4.1 million, while coordinating design revisions and potential grant funding. No procurement-related vote was taken; the committee’s only reported vote was approval of the prior meeting’s minutes.

The City also reported that Richmond and nine other partners received a recommendation for $10.6 million from the Bay Repair Catalyst Grant, against a $15 million request; this was a recommendation, not a confirmed award, and two proposed projects were not recommended. The City said it would pursue further information and possible partner negotiations. Other purchasing and funding updates included continued negotiations with e-bike service providers because the City Council had not allocated funds for that project, and planned approvals for construction and reimbursement under the business facade improvement program, which had begun distributing grants. The committee also gave community feedback on proposed Nevin Park redesign concepts; no design or spending decision was made.
