Torrington Public Schools Facilities & Technology and Budget Committee meetings were held October 14, 2026, according to the meeting proceedings. Facilities procurement included an elevator RFP, with five contractors attending the pre-bid meeting and bids expected before the next board meeting, and a roof project awaiting department and state approvals before it can go out to bid; staff hoped to bid in December for summer work. Two contractors submitted snow-plowing bids. The committee approved forwarding a Sourcewell purchase of a Kubota utility vehicle and Boss V-plow from local vendor R&S for $33,341.55 to the full board. City Council approval to use Sourcewell and Board of Finance approval for roughly $2,100 in additional funding were still required; the district said chiller-project savings could cover the additional amount. A proposed baseball scoreboard purchase was discussed, including a $28,000 district-funded scoreboard component, but the committee requested written clarification of the funding source and quote details before proceeding. Bleacher structural repairs were pending with Hussey after an engineering inspection. A BMS RFP was also being developed.
The Budget Committee approved forwarding the monthly financials and a small middle-school budget transfer to the full board. Staff said new RFPs were being prepared for bus propane, Frontline Education attendance/absence management, All Star Transportation, and the district medical advisor; regular and special-education transportation bidding together was estimated at about $7 million. The committee discussed a seven-year Total Communications agreement, estimated at roughly $700,000 or $100,000 annually and reportedly saving about $30,000 in licensing, and raised the possibility of setting limits or requiring notice for long-term commitments; no policy change was adopted. Technology expenses discussed included approximately $455,000–$460,000 for e-books and educational licenses, while the district cited reduced device replacement costs and about $11,000 in device-protection-plan collections this year. No award of the pending RFPs was made.
