The City of Monterey Neighborhood and Community Improvement Program (NCIP) Committee held a preliminary project-review meeting on October 14, 2026, screening 44 submissions received by the September 30 deadline. Staff discussed whether proposals qualified as capital projects, their feasibility, and coordination with existing city plans and policies. Projects included street lighting, sidewalks and crosswalks, traffic safety improvements, park and facility work, forest fuel reduction, retaining-wall repairs, affordable workforce housing land acquisition, and additional funding for utility undergrounding. No awards or funding allocations were voted on; voting is scheduled for November 18, with the next meeting on October 21.

Procurement-related discussion focused on potential project costs and eligibility. For proposed holiday lighting on North Fremont Street, participants noted two bids—one for $45,000 and another exceeding $100,000—and discussed revising the proposal to fund electrical connections as a capital improvement. A committee member mentioned a roughly $20,000 replacement boat for the Old Fisherman’s Wharf display; the price could change. Staff said the utility undergrounding work may be delayed about two years, and discussed a proposed $200,000 forest-management plan alongside the city’s ongoing ordinance work. Other staff considerations included a roughly $100,000 cost for curb-ramp work, crosswalk-policy requirements, avoiding projects that could disproportionately benefit individual property owners, and combining overlapping fuel-reduction proposals. The committee also discussed the available NCIP balance, estimated by a participant at about $3 million but to be confirmed.
