The City of College Place City Council’s 2,192nd regular meeting was held October 13, 2026. The council approved a $2,996,000 low-interest Department of Health loan agreement to drill Well No. 9, authorizing the city administrator or designee to sign the required documents. It also awarded Apollo, Inc. the decant facility project contract for $1,616,878.75, with a 15% contingency of $242,531.81, for a total authorized amount of $1,859,410.56. The facility, supported by Department of Ecology funding, received 10 bids and came in below the engineer’s estimate. The council also reviewed the city’s vehicle and equipment replacement plan, ongoing IT costs, and six-year capital facilities plan; staff noted a planned RFQ for a consultant for the Lions Park Community Center project and ongoing work to secure project funding. A regional planning organization also awarded additional funds for the city’s Major Road project, and its 2027 membership fees will fall to $3,000.
The Downtown College Place Association presented a proposal to use grant funds—estimated at $10,000–$12,000 initially—to purchase four or five benches and matching waste receptacles for donation to the city. Council members expressed support, including for the proposed blue finish, but no formal vote was taken; the proposal will proceed through coordination with city staff and the city’s donation approval process. Staff reported other planned or ongoing investments, including a website refresh, fleet replacements, and work toward a future public works yard and water reservoir. The meeting also included proclamations and an informational report on donated playground musical instruments; no procurement action was taken on those items.
