The Encinitas City Council’s regular meeting on October 14, 2026, included several procurement and infrastructure matters. The council unanimously approved an amendment to the San Diego Rescue Mission agreement to reserve 12 shelter beds for Encinitas clients, with a direction for the city manager to engage with National City’s city manager. It also directed staff to pursue a cultural-loops pilot with the Encinitas Chamber of Commerce, including $5,000 for interpretive content; a possible $50,000 expansion in a future budget was discussed but not approved. For Encinitas Community Park, the council received a feasibility analysis estimating up to $135,000 for roughly 100 trees over three years and directed staff to proceed with the planning approach, starting with the zone nearest the freeway, while exploring a physical barrier with Caltrans; no project appropriation was approved. The council also approved a short-term-rental ordinance implementing reporting and transient-occupancy-tax collection requirements for rental platforms under state law.

The council pulled the Excel Landscape contract extension for additional review. Staff explained that the requested two-year contract capacity increase was $3,625,154, bringing the corrected not-to-exceed amount to $14,832,900; the increase includes $650,000 per year for extra work, and staff said no new appropriation was requested because funds were already in the department’s operating budget. The council unanimously postponed the item to a later consent calendar and requested clearer reporting on the extra work and spending. Staff said a future landscape RFP would consider shifting recurring extra work into the base contract. Other actions included approving stop-control improvements at three intersections while deferring a fourth for further public review, and directing staff to prepare an urgency ordinance and develop options for long-term mobile-home space-rent protections. The council also directed staff to prepare for potential storm, flood, and beach-replenishment needs and related grant opportunities.
