The City of Encinitas held a special City Council meeting on October 14, 2026, to review first-quarter updates for its FY 2026–2027 annual work plan. Staff reported that 45 of 56 objectives were complete, 11 were in progress, and none showed no progress. Consultant and contractor procurement or selection was among the work that had shifted to the second quarter. Council discussed making quarterly objectives more specific and measurable, including milestones for capital projects, permitting, short-term vacation rental enforcement, and planning work. No contract awards, bids, or formal spending motions were reported.
Infrastructure and funding discussions included a $33.6 million grant for rail-related work; staff said grant-agreement discussions with the Federal Railroad Administration were continuing while design work proceeded. Staff also noted that a SAFER grant, if received, could offset temporary Fire Station 6 staffing costs for about three years; otherwise, staffing expenses would return for consideration in a future budget. Council requested clearer project timelines and reporting, including a council review of right-of-way encroachment findings and further oversight and possible professional assistance for the economic development strategic plan. These were work-plan directions and requests, not contract approvals.
