The Encinitas Housing Authority held a special meeting on October 14, 2026. The board unanimously approved the minutes of its June 25, 2025 special meeting, with Vice Chair O’Hara and Tenant Commissioner Williams absent. At a public hearing, staff provided an informational update on the federally funded Housing Choice Voucher (HCV) program. The authority received just under $1.9 million from HUD for calendar year 2026 and reported 101 active households; HUD rated the program a high performer, with a 96% score for fiscal year 2024–25. Staff described rising housing costs and funding constraints that have prevented new applicants from being selected, and the waitlist—more than 1,200 applicants with an estimated wait exceeding 18 years—was closed on July 8, 2026. The board received and filed the update; no contract awards or other procurement actions were identified.

Discussion covered voucher portability, landlord relationships, and how participants find housing. A board member asked staff to update the property-opportunity list to include past as well as current properties that may assist voucher holders; staff agreed. Staff also reported that 81% of participants are elderly, disabled, or veterans, and explained that portability assistance for incoming households is administered locally while funding generally remains tied to the originating housing authority.
