The October 14, 2026, Adams County Board of County Commissioners study session covered CSU Extension priorities, the Community Enrichment Grant program, and the proposed 2027 budget. Commissioners discussed avoiding duplication among county and Extension services and identified food and agricultural resilience, and water, climate, and land resilience, as priority areas for further planning. For the 2027 grant cycle, commissioners favored continuing the current focus on safety-net/basic-needs and food-security projects, while allowing staff more flexibility to make smaller awards, potentially starting at $20,000 rather than $50,000. No formal vote was taken on these study-session discussions. The grant program reported $800,000 awarded to 21 organizations in 2025 and $200,000 awarded in 2026; the 2027 allocation and possible future transition to a community foundation remain under discussion.
Procurement and budget discussions included the county’s Una Solutions grant-management platform from Kerosoft: its contract ends December 3, 2026, and staff expect to extend it for one year to cover the 2027 cycle while preparing a new RFP. Commissioners requested a documented review of the platform’s problems and lessons for the next procurement, including whether contract remedies or cost recovery may be available. The proposed 2027 budget projected a 4.2% general-fund structural surplus, with approximately $14 million available for ongoing requests; it also included a proposed $150,000 increase for countywide security services, on top of an existing annual contract estimated at $700,000–$800,000. Commissioners raised questions about fuel-cost escalation under an aggregate-hauling contract and requested follow-up on contract terms and possible cost adjustments. The budget was still under review, with further study sessions planned; no budget adoption vote occurred at this meeting.
