The City of Norwalk Planning & Zoning Commission met on October 14, 2026, to deliberate on the proposed Manresa Wilds special district zoning and map amendments and development master plan for Manresa Island. Commissioners reviewed proposed permitted uses and special-permit conditions, including limits and procedures for events, operating hours, research facilities, boat-related uses, and phased development. Discussion also covered traffic studies and mitigation required for each phase, the applicant’s proposed 200-vehicle parking capacity, and a conservation easement. Commissioners discussed allowing marine research labs by right, requiring a special permit for commercial recreation, and removing municipal public parking from the use table. Staff will incorporate the agreed edits and prepare a revised draft; the commission did not take a final vote on the application.

The commission voted unanimously to continue the application to its October 21 meeting. No contract awards, vendor selections, purchasing decisions, budget allocations, or other procurement activity were identified. The commission also elected officers to take effect November 1.
