Cape Coral City Council Committee of the Whole meeting, October 14, 2026: Council reviewed the FY2026 building and permitting annual report, including permitting activity, review times, staffing, and enforcement of expired permits. Staff reported about 1,800 single-family permits issued, a permitting-services workforce of 25 employees (down from 51 in 2023–24), and 4,612 expired permits, reduced from about 8,700 in May. No procurement award was made during this report item.
The main spending discussion concerned the North 3 Utility Expansion Project and Alternative 5 roadway improvements. Staff presented options including proceeding with the current assessments, shifting the Alternative 5 cost difference to a non-assessment funding source, or redesigning and rebidding the typical roadway work; a redesign was estimated to take about a year and add design and inflation costs. Council debated assessment fairness, the prior understanding that some transportation costs would not be assessed, potential effects on citywide road-paving funds, and possible use of mobility or other revenues. No final vote on the alternatives is evident in the transcript. Council also discussed the Firefighters Memorial: the statue has been purchased for $95,200, while the remaining project estimate was about $437,550, leaving an estimated $322,750 gap after the stated $114,800 balance. The remaining work would go through procurement, but council did not authorize a new award or identify full funding; the project was left to continue while staff and supporters seek additional funding or contributions. Council also debated, without a recorded vote, a proposed three-party building-industry agreement and limits on non-bargaining employee salary increases.
