The Kane County Administration Committee met October 14, 2026. Building Management forecast year-end spending about $104,000 over budget, down from an earlier estimate of roughly $400,000, through deferred maintenance and reprioritized work. Members reached consensus to let a developer conduct surveys and utility investigations for a proposed Route 38 multi-use path and sidewalk near the Judicial Center; the developer would fund construction, and the proposal will return for formal agreements and a vote. The committee also approved an updated capital-project allocation that shifts $50,000 from the Elgin building repairs line to the Neutral Exchange Supervised Time (NEST) facility for fire-safety and other finishing work. NEST’s stated project funding totals $284,198.75, including the requested $50,000 reallocation. Members discussed whether future Elgin building work serving the Clerk’s Office should be funded by that office, with staff to follow up.

The committee considered a Microsoft Enterprise Software Licensing and Software Assurance renewal through CDW under the Illinois State contract, agreement 25-448D-T-P70 (TMP 261328), for up to $590,000 per fiscal year. It also approved purchasing three 2027 tandem-axle truck cab-and-chassis units for the Division of Transportation, at a stated total of approximately $468,000, using Sourcewell cooperative purchasing; staff cited estimated savings of $10,000–$12,000 per truck and noted prior $5,000 deposits per truck had secured build slots. Building Management reported that its winter snow-plowing service contract was underway, but no vendor or cost was stated. No procurement vote was taken on the proposed path, and a public hearing and vote may be needed later for Mill Creek SSA’s levy request, which exceeds applicable limits.
