The City of Bangor’s regular City Council meeting was held October 14, 2026. The Council passed its consent agenda, including authorization for a Samsara telematics contract for the Public Works fleet (amount not stated); a design-build contract with Gordon Contracting Inc. to replace part of the Conduskeag Stream retaining wall; a $468,197 subcontract with Northern Light Mayo Hospital for prevention services; a $595,374 roof-renovation contract with Roof Systems of Maine; and a $454,342 sewer and stormwater construction contract with C&C Lynch Excavation LLC. The Council also authorized municipal quitclaim deeds and appointments of constables. Separately, it referred a downtown land-development ordinance amendment to the Planning Board and referred a resolution accepting up to $6,000 from Johns Hopkins University for a National Institutes of Health ARISE grant to the Government Operations Committee; a first-reading resolution would accept and appropriate $823,851 from the University of New England for the Nourish Me Rural Nutrition Education Program. No additional procurement-related motions or awards were identified in the meeting’s new business.
Public comment focused mainly on homelessness, addiction, winter shelter access, and proposals for a reentry center and a new Penobscot County jail. Speakers cited more than $2.14 million in annual county costs for boarding inmates elsewhere and estimated construction costs of $72.7 million to $84.5 million for a proposed 258-bed jail, but the Council took no action on those proposals. Other comments addressed dyslexia awareness and reopening tours of the Thomas Hill Standpipe. The Council approved special amusement licenses for Bogey’s and Hollywood Casino, and appointed student election clerks for the November 2026 election.
