The City of Middletown Board of Health meeting, held October 14, 2026, approved two measures setting licensing fees for 2027: an ordinance covering food-service and retail-food establishments, and a regulation establishing fees for public swimming pools, spas, and special-use pools. Officials said the fee schedules were based on cost methodologies approved by the state and were competitive with nearby jurisdictions. The board also received and filed the September 2026 financial report. A proposed 2027 budget was discussed, including cuts to travel and training, mileage, professional services, printing, licenses and permits, supplies, environmental tools, and other lines; the draft remains subject to City Council review. Members questioned whether some reductions were workable, noting the 2026 environmental tools budget of $500 had already been spent and $620 of the $700 environmental chemicals and laboratory budget had been used. No budget amendment or spending motion was identified.
The Health Commissioner reported that Middletown’s 2026 FEP funding of about $23,000 was proposed to fall to $10,800, with the county reviewing the allocation and requesting documentation of local work and expenses. The board discussed the resulting staffing and service implications, but no funding action was taken. A sewage-system variance for 3203 F Street was approved; the property is part of a water-pollution-control loan program, and members discussed annual private service-contract costs of roughly $250–$375 for some systems. Other discussion covered health-literacy outreach and a proposed community-health plan focused on obesity. No vendor selection, contract award, or competitive bid approval was identified.
