Churchill County Planning Commission meeting, October 14, 2026: The commission reviewed the proposed service plan for the Churchill-Hazen Industrial Park (CHIP) General Improvement District, which would provide water, wastewater, storm drainage, electrical and road infrastructure for industrial development. The plan states that infrastructure would initially be privately financed and that the district’s costs would be recovered through rates, charges and fees, with no county debt or financial backing. After discussion of water supply, oversight, dissolution and potential obligations, the commission voted 5–1 to recommend that the Board of County Commissioners approve the service plan with staff’s recommended conditions. No contract awards or purchasing approvals were identified. The commission also approved, 6–0, a variance for Zayo Group’s proposed fiber-optic equipment hut associated with Nevada’s middle-mile broadband initiative; this was a land-use approval, not a contract award.

Other actions included 6–0 approvals of annual reviews for two special-use permits, a variance and parcel map allowing a property split, a recommendation to approve an 88-unit subdivision tentative map with conditions, and special-use permits for a home-based pest-control business and cottage bakery. Proposed industrial development code standards—including requirements concerning water use, backup power, noise, traffic and site impacts—were postponed until the December meeting for further revisions. These standards and the CHIP service plan could shape future industrial infrastructure development and related vendor opportunities, while zoning, planning and building permitting remain with the county.
