The Hood River County School District Board of Directors held a work session on October 14, 2026, focused primarily on Oregon’s integrated guidance grants and the new accountability requirements under Senate Bill 141. District staff reviewed how state and federal grant funds support strategic-plan priorities, including literacy, instructional coaching, AVID, career and technical education, graduation supports, student mental health, family engagement, and workforce diversity. They described coordinating grants while observing each program’s allowable uses, and noted that the district expects to transition grant applications to the Oregon Unified Grant Application beginning in spring 2027. No new contract award or purchasing approval was presented; staff did identify assessment platforms, including i-Ready and Renaissance Star, among the tools funded to support student assessment and improvement systems.

The board discussed required performance targets, reporting, and possible state interventions under SB 141. Staff said districts could face progressively intensive coaching and, after four or more years of failing to meet targets, state direction of up to 25% of state school funds and Student Investment Account funds. Separately, the board recognized the Columbia Gorge Youth Soccer Association for donated soccer goals and balls, including a grant-supported ball purchase, and for its use of the district’s Facilitron facilities program. The board unanimously approved the revised personnel report; no other spending or procurement motion was identified.
